Eligibility
The persons who may be policy holders and/or be covered by a policy may be either a:
- ‘qualified person’, or
- ‘family member’ of a qualified person.
Qualified persons

Family members of a qualified person

ADF members
Current and former Permanent and Reserve members of the ADF.
Defence civilians
Current and former employees of the Department of Defence and other Defence related departments.
Current and former employees of:
- Defence related agencies
- Defence related authorities and companies, and
- companies contracted to the Department of Defence and other Defence related departments
where the employee is or was involved in supplying goods or services to Defence.
Persons insured by Defence Health
Persons who were insured with Defence Health at 12 October 2007.

This includes:
- partners and former partners
- dependent children
- parents
- adult children and their partners and dependent children, and
- brothers and sisters and their partners and dependent children.

A Defence related department is an entity which has a reporting obligation to, or is within the portfolio responsibility of the Minister for Defence or a Minister Assisting such Minister or a Parliamentary Secretary to either Minister.
A Defence related agency is as referred to in the Financial Management and Accountability Act 1997.
A Defence related authority or company is as referred to in the Commonwealth Authorities and Companies Act 1997.
