Private health benefits everyone

The COVID-19 pandemic has proven how critical private health insurance is to the function of our entire health system.

More than two-thirds of all non-emergency surgery in Australia takes place in a private hospital.

And during the pandemic Defence Health has ensured that all members with hospital cover – regardless of their level of cover – are covered for COVID-19 related treatment in a private hospital. We will continue this benefit for eligible members until 1 July 2021.

Close the gap on out-of-pocket costs

Remember to ask your doctor to use Access Gap if you’re going to hospital. 

When a specialist uses Access Gap you will have no, or a low, out-of-pocket expense for your medical treatment in hospital. In 2019, Access Gap helped us to fully cover 90.5% of all hospital related medical expenses for our members. 

There is no relationship between medical fees and quality. Many excellent specialists charge no gap or a small known gap. You (or your GP) can find one through our Healthshare digital directory.

More affordable cover for under 30s 

We have a range of hospital products that offer a Youth Discount for under 30s. The discount of up to 10% (for people who join before turning 26) can be retained until age 41.

This long-term discount is great news for young people who lock in hospital cover at a lower rate.

Why do premiums increase?

Here is a look at the factors that influence your premium

Premiums are adjusted each year because we’re paying more for health care, and paying for it more often as the population ages. We must take into account the actual costs of that health care.  

Why do premiums rise more than inflation?

The consumer price index (CPI) is an average taken from a basket of goods and services used by Australians. While ‘health’ is included in the basket, the CPI is not an accurate reflection of the rate of rising costs in the health sector.

The health inflation trajectory has not been slowed by COVID-19. Premiums must be adjusted to cover the cost of the hospital, medical and general treatment claims we pay.

Private Health Insurance Rebate

The government recognises the value and efficiency of private health and contributes to most Australians’ premium through the Australian Government Rebate on Private Health Insurance. You can choose to receive the rebate as a lower premium, or as a deduction at tax time.

The percentage of rebate is usually lowered by the health department each year. However, due to the financial impact of COVID-19, the government has maintained the 2019 level of rebate until 31 March 2021.

Lifetime Health Cover

People who take out hospital cover after turning 31 will attract an extra charge on their premium, known as a Lifetime Health Cover loading. If a loading applies, that portion of the premium does not attract the Government Rebate. And once a loading is in place, it is not removed until hospital cover has been held for 10 continuous years. While late-comers pay more for their health insurance, all premiums would be higher without this initiative.

Community rating

Every Australian pays the same price for the same level of private health insurance offered by a health fund. This is called the community rating system and it ensures people are not discriminated against based on their health status, age or claims history. All insurers contribute money to a risk equalisation pool to maintain the integrity of the community rating system. This is an additional cost to the benefit outlays of insurers – but it keeps the private health sector fair and equitable for all.
